General Information

The General Directorate of Forestry is a public institution affiliated with the Ministry of Agriculture and Forestry and has a special budget and legal personality.


DUTIES OF THE GENERAL DIRECTORATE OF FORESTRY

​​1. To manage forest resources within the ecosystem integrity, together with plant and animal assets considering their ecological, economic and socio-cultural benefits, to plan in a participatory and multi-purpose manner, to protect against irregular interventions, natural disasters, fires, to combat and have it combatted various pests, to carry out and develop forestry quarantine services, to increase forest areas and services related to forests, to improve and rehabilitate forests, to ensure silvicultural maintenance and regeneration.

2. To carry out the actions and proceedings related to the ownership of forests, their cadastre, permission and easement proceedings.

3. To exploit forests by technical, socio-cultural, ecological and economic requirements by ensuring the continuity of forest products and services, to carry out and have carried out the production, transportation and storage of forest products, to market these products domestically and internationally,

4. To ensure the allocation, protection, exploitation and operation of recreation areas, urban forests, research forests, arboretums, biodiversity conservation zones within the forest, model forests and protected forest areas.

5. To carry out afforestation, erosion control, forest-related pasture rehabilitation, combating desertification, flood and avalanche control activities on all kinds of land within or outside forest borders, to build and implement integrated basin projects,

6. To produce seeds and saplings of plant species belonging to forest trees, shrubs and flora and to have them generated, to carry out grafting, to establish, operate and close permanent or temporary nurseries when required,

7. To support real and legal persons' private afforestation, improvement, erosion control works and establishment, operation and marketing of nurseries,

8. To establish and operate revolving fund enterprises and other necessary units to ensure maximum utilization of products and services offered by forest ecosystems, to close them when required, to purchase or rent all kinds of materials, plots, lands, buildings, facilities and installations, and to make exchanges when necessary; to perform their maintenance and repair, to provide the machines and service vehicles required by the services, to perform their maintenance and revisions, to have them performed, to carry out all kinds of necessary infrastructure work in forests, to prepare the survey projects of the roads required for forestry activities, to perform or have them performed maintenance and repair works,

9. To provide and have all kinds of pre-service and in-service training required by the service, to establish and operate institutes, directorates, research units, training centers and social facilities that will serve at local, national and global levels about the services within the scope of the General Directorate's work,

10. To carry out or have all kinds of research and development, inventory, publication, edition and promotion works and projects related to its services and to market the results of these domestically and abroad,

11. To carry out studies to popularize the use of forest products and services, to work in close cooperation with the private sector, non-governmental organizations and universities that produce, process, market, import and export all kinds of forest products, to provide consultancy at home and abroad, to implement projects, to carry out all activities that raise public awareness regarding forests and forestry,

12. To ensure forest integrity, to carry out expropriation, transfer and, when requıred, exchange transactions of real estates owned by physical and legal persons to include them in the forest regime, to support villagers living in and adjacent to state forests with in-kind and cash aid resources, to develop forest-public relations and to take all kinds of measures in this regard,

13. To determine technical and administrative principles in the subjects within its field of duty, to establish and have established laboratories related to work subjects, to make or have made job descriptions and unit time analyses and to determine unit prices,

14. To determine the principles to be followed by other public institutions and organizations regarding the duties, services and activities of the General Directorate, to ensure coordination.

15. To perform other duties and services assigned by the legislation.
